The response is that currently the development team are considering overhauling the tax-related functionality within the Booking Engine, but as of now, there is no confirmed timeline for when these changes will be implemented. I’d recommend keeping an eye on the release notes for any relevant updates.
In terms of a workaround, I’ve reviewed the available options, and at this time, there is no way to modify the default Booking Engine message, which explicitly states that city tax is excluded. Additionally, the city tax setup cannot be adjusted in this case, as hardcoded city tax is used when existing system functionality cannot replicate all factors that define tax through configurable products.
That said, the only thing I can suggestion provide additional clarity to guests would be to add a note to your rate descriptions, such as:
“City tax is payable at the property upon arrival.”
While not ideal, this is the most effective method at the moment for increasing transparency in the guest-facing flow.

Unfortunately voting for a feature request could take years to develop so I was hoping someone had come up with a workaround.
In some countries, legally you have to display all taxes so it is surprising.
